Filipinos no longer need to carry stacks of civil registry papers for every government or financial transaction.
The Philippine Statistics Authority (PSA) has launched a new service that allows citizens to view their civil registry documents online, marking another milestone in the agency’s push for digital transformation.
The new feature lets users securely access their birth, marriage, and death certificates, as well as their Certificate of No Marriage (CENOMAR) and Certificate of No Death (CENODEATH), through the PSA Serbilis website.
“The PSA online services have already started to make it easier for people to access their documents,” said Joel Natura, Administrative Officer III of the PSA Regional Statistical Services Office 1 (RSSO 1), during the Kapihan sa Ilocos forum of the Philippine Information Agency.
“This is a step towards the digital transformation of government services,” he added.
Easier access and security
The online documents can be viewed for 60 days using a unique access code issued by PSA to ensure security and authenticity.
To obtain access, users must personally pay and collect their web access slip at a PSA Civil Registry System (CRS) outlet—authorized representatives are not permitted for this transaction.
For the protection of privacy, only the nearest of kin may request documents of deceased individuals.
Those who still need physical copies may request a printed version for ₱80 per copy during the online access validity period.
“They cannot print it on their own,” Natura clarified.
“They have to request it from the PSA CRS outlet; no appointment is needed, and we will print it on security paper.”
How to request
- Visit the PSA Serbilis website at https://psaserbilis.com.ph.
- Fill out the online application form.
- Pay the applicable fee at any PSA CRS outlet:
- Birth, marriage, and death certificates — ₱130 each
- CENOMAR and CENODEATH — ₱185 each
- Receive your web access information slip with a unique access code to view the document online.
In the Ilocos Region, PSA CRS outlets are located at:
- Parammata Building, Brgy. Biday, San Fernando City, La Union
- I.T. Park Annex Building, Brgy. 1, San Nicolas, Ilocos Norte
- University of Northern Philippines Town Center, Brgy. Tamag, Vigan City, Ilocos Sur
- Lim Building, Nalsian, Calasiao, Pangasinan
- Government Center, Carmay East, Rosales, Pangasinan

The online viewing feature is part of PSA’s ongoing efforts to make civil registration services more accessible, secure, and convenient for the public.
By reducing the need for physical documents, the PSA aims to simplify transactions and help Filipinos save time.
